MOM Looks to ISO 29990 to Raise Quality of Workplace Safety and Health Training

In recent years, non-formal and in-company learning is now regarded as an important activity by many organizations in realizing their business objectives and fulfill statutory requirements.

In Singapore, as part of the ongoing efforts to raise the standards of Workplace Safety and Health (WSH) training by training providers, the Ministry of Manpower (MOM) has made it a requirement for all training providers to attain ISO 29990:2010 Learning Service Provider (LSP) certification.

The ISO 29990:2010 certification is accredited by the Singapore Accreditation Council (SAC) and certification can be achieved through undergoing a certification audit conducted by accredited certification bodies (CBs). With this requirement, ISO 29990 has replaced the MOM Accredited Training Provider (ATP) Scheme.

The ISO 29990 certificate is valid for three years and LSPs will have to undergo annual surveillance audits to maintain their certification and at the end of 3 years, a re-certification audit to renew their certification. If these training providers are found to be negligent or have received complaints, CBs may conduct investigations and may impose penalties on the LSPs, including suspension or cancellation of certification.

The ISO 29990 standard is an international standard which has been adopted by many countries including USA, UK, Australia, China and India. The standard aims to align training providers to an international standard to ensure quality and professional mode of operation, and serves as a common reference point for both LSPs and their clients for the formulation, development and delivery of the specified program.

The burden of occupational injuries and diseases is significant, both for employers and the employee, resulting in legal liabilities, early retirements, staff absence and rising insurance premiums. With MOM using an international standard to assure the quality of WSH training by training providers. Training participants can receive the high quality training and be equipped with the skills and knowledge to ensure workplace safety.
